Level One — Immediate Alert: Any single indicator scoring 1 (Absent) is considered an immediate critical alert regardless of the Total — because the complete absence of a fundamental element cannot be compensated by excellence in other elements.

Level Two — Collapse Point: Any axis scoring less than 12 of 25 is considered a potential collapse point requiring immediate attention before any expansion or investment.

An organization does not collapse from its total — it collapses from its weakest link. A high score in eight axes does not protect a project that collapses in the ninth axis.
